The regeneration of Elgin's town centre is underway

Work has begun on a new major mixed-use regeneration project in Elgin’s South Street. The project is part of the Elgin City Centre Masterplan for transformative regeneration of the town, and is a partnership between Moray Council, Robertson Property, Moray Growth Deal and UHI Moray.

The initial stage involves clearing several properties on South Street and Elgin High Street that have laid empty for several years, including two former toy shops and two derelict sites – the former Newmarket Bar and the Jailhouse nightclub. This will be followed by site investigations and below-ground works. Notably, the facade from the old market will be preserved.

Funded by the Scottish Government and Moray Council, the South Street project will deliver 38 affordable one- and two-bedroom flats, addressing the region’s housing needs.

The South Street regeneration forms part of two key Moray Growth Deal projects: Housing Mix Delivery and Business Enterprise Hub. The recently confirmed £18.3m Levelling Up Fund for the Elgin City Centre Masterplan will also contribute to the redevelopments in the area.

Regeneration of a derelict site

Robertson Property brought forward proposals to bring the area back to life. The Business Enterprise Hub will be a state-of-the-art 800m facility designed to foster business innovation and entrepreneurship, offering a flexible space accessible to both businesses and students. The Enterprise Hub is due to be funded the Scottish Government, Highlands and Islands Enterprise (HIE) and the Elgin Long Term Town Plan (ELTTP).

The development will also provide opportunities for three commercial retail units and improved public spaces, linking South Street to the High Street.

Future plans to rejuvenate the town centre

In addition to the proposals for South Street, discussions are ongoing for a second phase of the development, which will see the former Gordon Arms Hotel site at 118 High Street, rejuvenated to provide a creative arts hub and pop-up shop. Moray Council is working with Robertson Property and various stakeholders on a proposal that will create a vibrant hub that will foster creativity and encourage visitors to the city.

Business Enterprise Hub

The BE hub, led by UHI Moray, is an exciting, transformational project encompassing the Moray region and having a positive impact across the whole geographical spread that is UHI.  It provides for an investment of £7.8m in external funding to create a new physical resource based in the heart of Elgin, as well as providing the resource to attract and employ expertise into the region focussing on the scale-up, and start-up, of small and microbusinesses that will enhance economic growth in the region.

Primarily, it will be a one-stop shop for business support agencies to work with and support a wide range of businesses and self-employed individuals across varying sectors to develop their potential through up-skilling and growth.
